Why is Sen. Vitter holding up an Obama nominee?

You probably haven't heard of Beth Cobert. She's President Obama's nominee to head the Office of Personnel Management. But a vote in the U.S. Senate on her appointment to that office is currently being blocked by Sen. David Vitter (R-LA).
